Improving EU regions' environmental and socioeconomic resilience to climate change (CLIMATE)


CLIMATE brings together 9 partners from 8 EU countries, with different levels of climate regulatory maturity & operational competency, to put in place an integrated climate governance approach that will address the root causes of territorial vulnerability and promote proactive disaster management planning. Through joint policy learning and exchanges of experiences, partners will improve their territorial policies by strengthening their capacities to:

 

  • Advance regulatory convergence and multi-dimensional climate resilience planning
  • Highlight the role of civil protection as an integral part of climate governance
  • Deal with climate uncertainty and the lack of evidence-based risk/impact assessment
  • Employ a bottom-up, socially inclusive approach to hazards management
  • Mobilise investments for climate-resilient infrastructures

Objectives

CLIMATE enables partners to integrate in their regional development policies a strategic approach for climate resilience, to address the root causes of territorial climate vulnerability and promote proactive disaster management planning. To this end, it will build the capacities of territorial authorities to:

  1. Advance the mainstreaming of climate considerations into territorial regulations and enhance cross-departmental collaboration towards a whole-of-government approach to climate hazards and civil protection.
  2. Improve territorial climate intelligence to increase territorial authorities’ preparedness and adaptive capacities and guide the formulation of fi t-for-purpose and socially just responses.
  3. Strengthen open discussion and community engagement processes to promote civic participation and inclusiveness in climate planning.
  4. Mobilise public and private investments for preventive structural measures, climate-resilient infrastructure, and civil protection mechanisms.

  • Conducting joint knowledge-building studies

  • Organizing interregional workshops and study visits 

  • Facilitating peer-review working groups and developing policy advancement materials 

  • Engaging stakeholders through regional meetings and consultations 

  • Conducting debriefing and knowledge-sharing sessions within organizations

  • Developing feedback mechanisms and policy review processes
